PUBLIC WORKS DEPARTMENT
PUBLIC WORKS DIRECTOR
The City of Edina is accepting applications for
a Public Works Director for its Public Works Department.
The Public Works Director provides leadership and strategic direction to
the Public Works Department, with four operating divisions, approximately 50
employees, and a $4.1 million budget. The Public Works Department is charged
with the day-to-day operation, maintenance and long-range planning of
Edina's infrastructure.
ESSENTIAL FUNCTIONS: Manages the
overall direction of the Public Works Department; interprets council/manager
direction; develops and implements strategies and practices consistent with
that direction; appropriately conveys direction to staff and other
stakeholders; determines operation performance goals and objectives;
reviews, prioritizes, and approves departmental operation plans.
Directs all aspects of Department budget; develops proposed budgets for City
Manager; maintains control of expenditures within established budgets.
Manages complex agreements and contracts for services; resolves escalated
problems regarding services to the public. Directly manages
supervisory-level staff including setting goals, coaching/mentoring, and
evaluating performance. Provides leadership role in determining
department staffing levels, making hiring decisions, resolving employee
issues, and promoting effective labor relations and negotiations.
Participates as an active member of the Citys Executive Leadership Team and
maintains strong, productive, and cooperative relationships with other City
Departments to maximize use of City resources and talent.
Supervision of Others: Directly manages five to seven full-time
employees including five division leaders. Indirectly manages approximately
50 full-time employees.
PUBLIC WORKS:
The Public Works Department is comprised of four divisions:
The
Streets Maintenance Divisions highest profile job is the
plowing and sanding of City streets. Street sweeping is done year-round,
weather permitting. Each year approximately 15 street miles of City streets
are reconditioned with new asphalt (or concrete) and seal-coating.
Sidewalks, curbs, and gutters are also replaced, when necessary, during
these periodic overhauls. This division is also responsible for the
manufacture, installation, and maintenance of more than 4,500 advisory and
regulatory signs located primarily along City avenues and boulevards.
Traffic lane stripes are painted on 45 miles of City streets every year. The
Streets Division has 22 employees.
The Utilities Division
constantly monitors the City's water supply, insuring its purity and
abundance. Also, provides maintenance on sanitary sewer and storm systems.
This includes many wells and lift stations, approximately sixty locations.
The Utilities Division has 14 employees.
The Equipment
Operation Division (Mechanics) maintains over 300 pieces of rolling
stock and many other miscellaneous pieces of equipment. The Equipment
Operations Division has seven employees.
The Electrical/HVAC
Division crew maintains all heating, air conditioning, ventilation,
and electrical systems in City-owned buildings and along City streets and
rights-of-way. The department also maintains about 600 roadway light
fixtures and seven municipally-owned traffic signals and some maintenance on
seven State owned signals. The Electrical/HVAC Division has four employees.
MINIMUM QUALIFICATIONS:
Bachelors degree in Public
Administration, Public Works, or a related field. A minimum of five
years of experience in a leadership role in public works or government
administration. A minimum of three years of experience managing
and training full-time staff, including setting goals, providing feedback
and evaluating performance. Experience developing and managing
operating budgets and capital improvement plans. Experience developing
long-range strategic plans. Demonstrated ability to establish and
maintain effective working relationships with a wide variety of city
officials, other governmental agencies, and the public. Valid MN
drivers license. Computer proficiency including MS Office.
In addition, the Public Works Department has identified the following

Desirable Qualifications: Master's degree is Public Administration,
Business Administration, or a related field. Experience leading a
multi-divisional department. Experience working directly with city
councils, boards and/or commissions.
SALARY: $95,000 to $120,000
